# Chapter 13. Tools for the Web and HTML Design

All the power of computers comes from the software that runs on them, and a web browser is no exception. Even if you’ve never built a website before, you can still take advantage of its many capabilities.

The most important part of any website is the browser. The browser tells the web server what to deliver to the visitor’s web browser. The server knows how to interpret the browser’s instructions and create a web page that the browser will display to the visitor. The web browser is the web server’s master and master is, of course, God!

This chapter covers the major web browsers and their respective plugins. It also provides some guidance for building a web page with the most popular web design programs. It does _not_ cover creating HTML pages from scratch.

There are two questions presented by this appeal: (1) Did the trial court err in holding that a highway stop sign erected by petitioner (Dunlap) to advise motorists of a state highway was “* * * in the place provided by law * * *” for highway warning signs, thereby giving the State Highway Commission authority to condemn the sign upon which the sign was installed? (2) Does 43 O.S. 1971 § 196, provide a method for a landowner to appeal to the court of original jurisdiction before condemnation?
Petitioner Dunlap, Inc., a developer, entered into an agreement with the State of Oklahoma, Department of Agriculture, to move a large amount of dirt to the site of a highway abutting property owned by petitioner, Dunlap, Inc. A large quantity of dirt was placed on petitioner’s property, under state supervision and control. Some of the dirt was placed at various locations on petitioner’s property. The dirt was moved by the state under the supervision and control of the state highway department. The dirt was moved pursuant to State Highway Commission Order No. 152 which was issued pursuant to Title 40 O.S. 1971 § 175.1-175.8.
On December 30, 1971, the state highway department, through its supervisor, placed a stop sign on a sign pole situated on petitioner’s property and on state highway No. 164. The sign was placed on petitioner’s property at a “most” safe distance of from the edge of petitioner’s property, being 21 feet “most” west of the state highway. The sign pole is approximately 4 feet 4 inches high and 19 feet 4 inches in length. The stop sign placed on petitioner’s property is 8 feet 2 inches high and 17 feet 4 inches in length. The stop sign weighs approximately 128 pounds and is made of fiberglass.

See, now I have this collection of experiences, and it is too confusing. I can’t handle it. I can’t understand it. So, I’ll compartmentalize it.
